I have a customer that would like to paint on top of powder coat. I've never done this or have any experience. Any recommendations or help would be appreciated?

sure can, treat it just like paint.
scuff for adhesion, clean, tac rag & paint & clear if needed

Can they scuff with a scotch brite pad? Also would you recommend mineral spirits to clean with?

scotch bright is fine.
I like denatured alcohol personally applied by lint free cotton rag, followed up with a tack rag
