Welcome! Plenty of folks from down under here. The management keep this site pretty clean for spam which is awesome but i guess sometimes it goes wrong. Love motorcycles, post some pics of your work if you get the chance.

Welcome aboard jdaley! What exactly do you mean by "plan sales in general"?
Are you asking about creating and selling plans for some of your designs? Perhaps you could provide more information about exactly what you want learn.

Can the use of a purchased 'file' be limited?
I wish to purchase a 'file' from a seller in the USA for its use on a laser cutter, because the item created cannot be freighted to Australia.
I wish to pay him a fee for the use of the file once.
But I am interested to hear if there is a process whereby I can only cut one item from the file.
Thus protecting the sellers rights.

It depends on the seller. If the seller stipulates that the file you purchased from him may only be used by you for a single item - then as long as you abide by that stipulation - everything should be fine. What is the item. Perhaps post a screen shot of his webpage or the link to his site so we can have a look and perhaps better understand exactly what the item is. You say you are interested in sidecar racing - does this item have to do with motorcycles?

I can pretty much guarantee you that the manufacturer will not sell the plans for his product. But I think this is something that would be pretty easy to draw up. The question is - what material do you plan to cut the tongs from, and will you need it to be heat treated? I could probably draw this up from looking at the photo and with some input from you on the actual size you need.

Contrary to popular opinion, the manufacturer is happy to send me the file, I want to ensure he gets a fee.
That is what the topic is just about,' how to allow ' single use of the file, not take the seller to the cleaners.
It may be useful for other sellers, with other product.

Then very simple - buy the file, use it once, and delete it from your computer. It seems software may be set up to create such a function.
If it can be created it may be useful in the future for many people.

I have always said no, we are currently the only ones in Australia so giving away my design for unlimited use would be bad business

I don't know exactly what "frame" you are referring to - I assume automotive in nature.
I have a metal working tools that I manufacture and sell commercially, and also offer the plans for the same tools for sale separately. Most folks probably don't share the plans with others - but if they do I have no control over that. Here is an example.
I have been selling these plans for probably 15 years now, and have sold literally thousands of them.

I too have sold plans for projects, one thing is does do is help those who may not afford to buy a tool, but can build one. These can be fun project too, and also give you the I built that feeling.

Tom - my feeling as well. Most of these guys just want to build one for themselves - and they can do it since they are supplying their own labor.
