Re: degree increments
You might try Blocklayer.com, they have many templates, one of which might do what you want.
For instance: https://www.blocklayer.com/timing-tape.aspx
Click the Menu button for a list of everything they can do.

Re: degree increments
Shouldn't be hard to draw. Just draw a line and pattern it around a point however many times to get the number of degrees that you want between each line. If you just want the marks on a ring then just draw a couple of circles and trim to them.
If you want numbers, then you would need to add them manually.

Re: degree increments
You can create a circle with the degree marks with Inkscape using this video on how to do, You will need to put the numbers in as she does near the end. You do need to have 2 circles and combine them as one path. Then duplicate them to be able to make 2 line lengths in the finish item. I did the lower one following her instructions.

Re: degree increments
Did this for a 50 watt laser on plastic.
Maybe you can change it

Re: degree increments
If using DesignEdge making the marks is simple. Draw circle the diameter you want. Draw a line the length you want at 0 degrees. Use polar array with 359 copies and snap to center of circle.
