Fill Help

I found this file in the downloads section to use as an example. It is a Toucan.
I want to fill in the outlines so the object will look like the cut out part. I have tried many times to fill this so I can print off a copy to show someone what the object would look like when it is cut out. It seems to fill certain places but not where I need. Any ideas?

Like this? ,note his feet aren't right, there are 2 lines which automatically join when I combine, not sure how to stop that happening.

What I did was to join curves and then combine, export
