I think my main question is when I'm combining 2 different files into 1 how to deal with layers?
when I import 1 file into the other there on separate layers?
I have trouble getting the correct section selected trying to weld the 2 together.
how do I unlock the grid layer?
I also seem to have trouble with duplicate victors.
if I take to individual DXF files with no splines and combine them I end up with splines?
also I'd like to know if it's best to save as or to export files?
should I export as curves or as text?
I'd also like to know what export version of AutoCAD is best to use?

Use the ungroup feature. Whenever I merge two different drawings together I also magnify one area to make sure everything lines up because even though it may look like the pieces joined, that's not always the case. Once I do that I combine everything again then export as a plt file, reopen then ungroup all again and remove any double layers then save as a cdr version 13 in the dropdown box and also as a dxf file. You can also hit export than save as a jpeg so you can post a preview of the image either on here or print it out if you need to show a client.

when I have the 2 items merged onto the screen.
I click arrange when the dropdown comes down to ungroup is not highlighted.
so I cannot click on it.

Ok, not sure what it is that you are trying to weld so I will assume that you want the results like I have below.
This is how I accomplished this.
The problem you were having is that you were trying to weld the outside drawing of the bike to a square. The inner square had the bike inside of it, so by trying to weld to it, it would just take the outline of the bike and weld everything OUTSIDE of the square to the square and delete everything inside. In order to get the bike to weld to the outside FRAME, you must first create the FRAME object. Here are the steps to create a framed object around another object.
1) Select the inside square.
2) Use the TRIM tool to trim the inside square away from the outside square, creating an object that is a boxed frame.
_____ a) Select the inside square
_____ b) Select the Trim pulldown option from the Weld tool menu
_____ c) un-check "source object" and "target object" so it does not make duplicates
_____ d) Click on the "Trim" button, then select the outside square to trim the inside part away, leaving a new object that is a frame.
3) Once the frame has been created, you can now weld the bike object to it. Select the bike outline, then click on the Weld button, then click on the newly created frame object.

I opened your help dxf and all I did was use the virtual segment delete tool around the tires then I used the pick tool to surround the entire image then from the dropdown menu at the top I hit arrange then combine and that was it. I think your adding too many steps to the whole process. It's pretty easy.
Another thing I noticed was that right above the exhaust you have a circle that had about 20 layers to it. Your machines would keep going around in circles unless you eliminate all those underlying lines.
Corel sells a book for around $50 It's called the official guide to CorelDrawX5 and it's about 965 pages of all the help you'll ever need.

I have a home built machine and mostly build custom automotive and motorcycle parts.
I am finally getting pretty good at turbo cad.
I don't really do much of the artsy stuff but I'm trying to learn.
I haven't spent much time with CorelDraw.
I am very thankful to all who are willing to help out.

I actually cut this file out yesterday and applied one of Copper F/X patinas to the chopper only and then after letting the clear coat dry I taped off the entire bike and painted the frame gloss black. It came out great. I'll post a picture after it cures.
