Do I have to remove all the mill scale to paint the metal ?

I dont usually remove all mill scale. I do scuff the parts with a DA sander before primer.

Im on the prowl for a good used Hypertherm Plasma with hand torch.

The quality of your paint job is ALWAYS directly related to the preparation of the surface to be painted. So it really depends on the quality that you want. You can get decent results but some metals will have more mill scale than others causing you more problems. So the answer to your question is yes an no.
