Most likely it is your setting (in the plasmacam software) for the amount of pressure that the z axis senses the plate with, and/or Your z axis slide bearing may be dirty which makes the z axis motor think it has found the plate surface before it actually has....this problem would generally be intermittent. Disassemble....inspect and clean the z axis slide/motor assembly.

If it was plate grounding it would cause the torh to crash into the plate...not pull further away.

Mr . jim , i changed the z axis force up to 44 pound (2o kg ) and inspect it , no problem and just remember that my machine is one month of use ( new ) ,but still have the same issue with one hole after some ones with nice cutting , today i disable Retract if Z if contact on cutting as George form plasmacam told me , . is this will fix the problem , i mean what is the job of this setting in case this the solution .
if you think the problem from z axis as you told me , why this still happen although i set it up to 44 pound (20 kg) ,
i am waiting for your help .

this setting is so it will retract if it senses contact. you probably had some splatter on your consumables and it thought you were making contact....clean your consumables and all should be fine
