Jason - your svg file appears to be the result of a poor auto trace. What program did you use to do the auto trace? That will need to be MANUALLY traced to create the vector file. It is not a fast or easy task.

Thanks! I'm not sure how much it looks like the original image, but perhaps it is something the OP can use or modify to suite his taste.
