Need help drawing Circular array of holes

This is giving me brain hurts.

When i do the circular array i cant get the 31deg right.

Any help is appreciated.

Thanks for the help Adbuch! I needed this done, so i went ahead and drew it last night the hard way and cut it out. I will look at our write up and see if i can make it work also. Thanks again for the hard work!

Inkscape has a similar method for placing objects around a circle (good old Nick again) I wanted to make a sanding flap disc which had a way to attach sand paper around a disc with easy removal to replace the paper, This is the cut plan I used, routed from plywood.

Yep. You're right! The double path occurs when you mirror a group from left to right, using the center of the original circle as the ortho anchor point. I've never done an array LEFT-RIGHT like that. Too many keystrokes.

When you figure in your additional rotation, the difference in keystrokes, mouse clicks, data entry is minimal. Maybe 2 or 3 at the most. But your method is good, and can save a few seconds from the process. Either method is much quicker than doing it the manual way by continually rotating a spoke and then placing all the holes with the copy command.

Tom - I tried it with Inkscape and it's pretty easy to do to get the array. The hard part is rotating it around (which I didn't do) to get the final rotational angle to match the drawing the OP provided. I checked it with Design Edge and the angles came out correct.
