Tried in Paint.net
I tried using paint.net as Adbuch advised and I have confused myself even more. I am trying to get this truck and only the truck into a svg file to fit onto a 24x24 sheet to make a table for a co-worker. Here are the two pictures the original red truck and then my paint.net black and white and contrast attempt. I am still trying to learn how to convert pictures to vectors and edit the nodes and delete nodes.

That has to be drawn by hand. I am on a motorcycle trip so I am not able to do it now, and I have lots to do for Halloween already on my plate. Contact Julie at Krafts and Customs in Franklin,KY. (859) 813-2599 She can draw this for you. I trained her on DesignEdge, so she can do an awesome job. I do not know what she would charge for it though.

That's a great video, and the fact that he is starting out with a plasma or laser cut part image makes it that much easier to do. It shows how the various details are created such that everything stays together when cut. Starting with a photo similar to the one the OP has provided would be a little bit more challenging as he will need to figure out exactly which details to keep. Thanks for posting that.
And actually using his black & white image converted with Paint.net would make it that much easier to see his tracing as he works his way around the image. Set color to red, green, or some other highly visible color to make things easier to see.

I ended up working with the OP and this is what we ended up with.
This one was hard to get good details due to the lower resolution of the image. But he was happy and I think this one will cut well.
