I have not tried it and am not at a pc but
in inkscape exporting the SVG to dxf in inches OR millimetres, does it change the distance between the nodes??
I ask this because I thought I saw in the about section of inkscape sxf export that if you export in inches the default is 90 DPI per inch..... I am not sure if exporting in millimetres would improve this as it may add more nodes which may smooth the cut edge if myplasm changes each of the lines between the nodes to straight line segments.

Re: Rough edges when exported to DXF file
i have also jut opened the OP's original DXF in QCAD and its showing that the lines are a mixture of polylines and splines.
Most cnc softwares don't like splines and don't deal with them correctly.
I am presently running Inkscape version 1.1.
If you save the SVG in inkscape as a DXF r14 it seems to use splines. If you save the SVG in inkscape as DXF r12 it saves it as a series of lines (which will be much more usable by most CNC machines). Hence I'd suggest the OP try the second one I've attached below .
