I'm in a crunch, my cousin just ask me to cut this for her and I can't get it traced. I'm needing it right away as it is a memorial. I would be willing to pay to keep from disappointing her. If possible and someone can help can it be scared to about 24 to 30 inches round outside diameter.

That is the only way she provided it to me. I'm not even sure where she got that picture from or off of.

It's basically a full redraw in my opinion, not difficult but will take time. The picture has poor resolution and wasn't taken straight on so a simple trace would not produce decent results. Although it would not be overly difficult to redraw it will take time and I just don't have any spare time these days.

What font did you use?

I'm pretty sure it was Sitka Heading for the text on the circle. The font on the Eagle was just a bitmap trace of an Etsy file, which seems to be the same image used the the OP's photo.
