Start and TSO LEDs on the control board (PCB3)

I am looking for info on how to perform Test 7 on a powermax1000. This test is in relation to the torch plunger being stuck or a defective Pilot Arc IGBT. I can rule out consumables being they are all new down to the O-ring. If there is a tech out there, is this a test i can perform???
