I like Inkscape you are able to import clip art or other images and use them to create your own files. You can add lettering and shape them as you please to wrap and image. Best of all it is free and there all many YouTube videos to help you learn how to do what you want.
You can save the files in either DXF or SVG format.

I use Corel and love it. I didn't know about Inkscape when I started or I likely would have tried that but now that I'm settled in with Corel I won't switch. Corel has a free trial but then its going to cost you a couple hundred if you decide to stick with it. Inkscape looks to do all the same, just not as "polished" looking.

I'm a fan of AutoCAD. It's extremely user friendly. It has tons of pre-loaded fonts.
You can get a free version for 2 or 3 years by doing the student version.

The main thing is pick one and learn how to use it, they all do great jobs, some of the functions are named differently and this is why I say pick one to keep from getting confused jumping around. YouTube can be your friend with tutorials, there are many tricks that help.

I use Inkscape, Adobe Photoshop, DesignEdge and Imaengine. I have used Corel Draw in the past but Inkscape is free and so is Imaengine. You'll need more than one software to design your own projects.
