I'm looking for a .DXF that will test the cut quality without THC so I can baseline a Plasma Cutter that's not a HT or other common mfr.
Or Is this something that I have to create within Sheetcam instead from a bunch of straight lines?

Not really sure what you are asking for. Basically you should be able to use any DXF file for testing...but you can't test the quality of cut without actually cutting.....at least I have never heard of any way of doing this. Perhaps I am not understanding your question.

Just a picture that has a few common shapes like circles and squares and lines. Then apply different tool settings to each grouping so that the speed/amperage could be evaluated all at once for cut quality

Here's one that we use at Hypertherm for 45 to 65 amp processes....it is a .dxf drawing so will need post processing with lead ins, kerf compensation cut direction, lead out, etc.

Jim your .dxf file load at 4.8 inches x 4.2 inches - is that the correct size for the test plate? Going to give this a shot and see how it will cut with my brand new, shiny, never been used before Duramax machine torch on my 1250/.

Yes, sounds like the right size.
I have never cut that part....but it is used as a comparative samle for some processes in our development labs.
