Double tool Path

I posting this file everytime i try to load a cut path on it it puts a double cut path on the whole bear holder the other two are fine. I have tried to check for layering and other stuff can not seem to get it right if any body knows the trick please HELP i would like to start using this file have people asking for them.

first, the blue that overlaps the red needs to be moved inside the red so they don't intersect

then every path is open, because there is a lead-in, but the lead-in is on the wrong side, those need to be removed

and the outer perimeter shape is all fragmented and not closed, that part has to be redrawn entirely
