layers dont change color

layers dont change color
why is is that sometimes when i am making different layers to cut they dont change color. its easier for me to put them different colors so i know what im doing but some things wont go to the specified color i choose. im using autocad 2004

the entity line color must be set to by-layer
otherwise it will override the layer color
