I have no torch movement, but the computer screen says it's moving.
I can swap the torch and gantry plugs and get the torch to move. I have swapped The G251 gecko drive boards on the G251 card with the problem staying with the torch. A NEW G251 board was just installed with no change in problems.
What's going on here?

Sounds like your G251 card may be bad. Having an extra one on hand isn't a bad idea, only $150.

If you've isolated the problem to the Z-axis, I would start checking the connector at the box and the wiring between the motor and connector. Those wires are small and can fail from cyclic movement.
How tight is the radius of your cable track on the gantry?
