What is the best way to reduce the number of sections in a drawing. What I mean is I have an existing drawing. When I select the entire thing there are literally thousands of segments. It makes it very unwieldy to cut and modify.
So how would I reduce the number of segments?

If you've got other programs at your disposal, you might try them...Bobcad isn't going to work well for reducing segments. You can try "cleanup and optimize" and "erase doubles" but their success will depend on your drawing and it's problems.

I will post a file when I am at the computer (on the Droid). I have autocad 2008LT and Bobcad V21. It only occurs with files I haven't draw. Like a scanned image that is vectorized using Adobe Illustrator.
