Need help with settings cutting 16ga copper

I have a sign I need to cut out of 16 gauge copper for a wedding gift. I am looking for a starting point or tool set to start with so I don't waste a lot of expensive material.

I am currently using a powermax 65, fine cut 45 amp consumables, sheetcam and Mach 3
I did a test cut on a 1.5in circle with a letter in the middle and the Letter cut out ok but not the outer circle. I had toolset at 200 ipm, 45amps, 85 volts
I have path rules set for 60% reduction on tight curves and corners, which is where it actually cut the best and completely through the material. the outer 1.5in circle did not use the path rules and didn't even make it through the material..

I thought about reducing the 200 ipm by 60% and giving it a try but should I turn off the path rules and take a chance on my torch diving.
any suggestions would be greatly appreciated Thanks
